Step up from last issue. Loved the story, but it is dark and brutal, so can't recommend it to all readers. Freeze is employed by Penguin to help cover the tracks of a mysterious baby-ring. Batman is in hot pursuit of Cassie Welles, which is leading him on a trail to Penguin.
In the meantime, Penguin's feeling the heat from someone -- assumption is another villain, but we don't know who. Nice cliffhanger at the end making us wonder if Penguin is losing control of his grand scheme.
Spoiler: one thing I don't get -- why was Tony's head made of dirt? I thought the black guy put on a disguise? Is this some sort of Clayface reference that I don't get? And I sure hope Penguin survives, but how will Lapham explain that since Tony's body was the bomb?

I think this one is actually cover dated March, but I could be wrong.
